UAE Golden Visa Driving License: Dubai RTA Rules & Direct Test

Golden Visa holders can use a simplified driving-licence process in Dubai. If you hold a valid foreign driving licence, Dubai RTA allows you to skip the normal training courses, regardless of your nationality or the country that issued the licence. You still need to complete the required tests and eye test before the UAE driving licence is issued.

Can Golden Visa Holders Get a Driving License Without Classes?

Yes, in Dubai, if you already hold a valid foreign driving licence. Dubai RTA gives Golden Visa holders an exemption from the normal training courses even when the foreign licence cannot be directly exchanged.

The exemption does not mean the driving licence is issued automatically. You still need to complete the applicable testing process, pass the required tests and complete the eye test.

How to Get a Dubai Driving License as a Golden Visa Holder

1. Start the RTA application. Log in using your Emirates ID, passport, Traffic File or UAE Pass.
2. Enter your foreign licence details. Upload the front and back of the valid licence when requested.
3. Select a Dubai driving institute.
4. Complete the eye test. Use an RTA-accredited eye test centre.
5. Book the required tests. Golden Visa holders can schedule Theory and Road Tests on the same day.
6. Pass the tests and pay the issuance fees.
7. Receive the licence. A digital licence is available after completion, with physical delivery or collection options where applicable.

Do Golden Visa Holders Need Driving Lessons?

Not if you hold a valid foreign driving licence and use the Dubai Golden Visa process. The normal training-course requirement is waived regardless of nationality or the country that issued the licence.

If You Do Not Have a Foreign Driving Licence

The Golden Visa does not remove the normal learning process for a person who has no previous valid driving licence. Standard training and testing requirements apply.

If You Fail the Road Test

After each failed Road Test attempt, a Golden Visa holder must complete a 4-hour training course before taking the Road Test again.

Can Golden Visa Holders Take the Theory and Road Test on the Same Day?

Yes. Dubai RTA specifically allows Golden Visa holders to schedule the Theory and Road Tests on the same day.

Can You Exchange Your Foreign Driving License Instead?

Check the direct-exchange route first. Dubai allows eligible residents with licences from approved countries to exchange them for a UAE driving licence. If your licence is eligible for direct exchange, that route may be simpler because it can avoid the testing process.

If your licence is not exchangeable, the Golden Visa benefit can still be valuable because a valid foreign licence can remove the normal training-course requirement.

• Valid foreign driving licence if using the no-training benefit
• Front and back copy of the foreign licence when requested
• Valid electronic eye test
• Any additional traffic-file or driving-institute documents requested for your case

Dubai Golden Visa Driving License Fees

The total cost depends on your route, vehicle category, tests and selected driving institute. Current RTA fee components for a new light-vehicle file can include Traffic File AED 200, Learning Permit AED 100, Handbook AED 50, electronic eye test around AED 140–180, and licence issuance AED 100 if under 21 or AED 300 if 21 or older, plus applicable test, institute and Knowledge and Innovation fees.

Because Golden Visa holders with a valid foreign licence may not need training classes, the total can differ significantly from a standard beginner package.

How Fast Can a Golden Visa Holder Get the Dubai Driving License?

Golden Visa holders can complete the process faster because training courses may be removed and Theory and Road Tests can be scheduled on the same day. After you pass the required tests and pay the fees, RTA lists licence issuance as instant.

Does the Golden Visa Driving License Rule Apply Across the UAE?

Do not assume the Dubai shortcut automatically applies in every emirate. The no-training and same-day test benefits explained on this page are current Dubai RTA rules. Abu Dhabi and the other emirates manage driving licences through their own competent authorities and procedures.

Golden Visa Holder With Residence From Another Emirate

A Golden Visa issued outside Dubai does not automatically guarantee that you can open or transfer a Dubai driving file. Dubai RTA applies separate traffic-file and residency conditions for applicants whose visa is issued in another emirate. Check your file eligibility first, especially if you already have a driving file elsewhere.
