UAE Golden Visa for Entrepreneurs: Requirements, Nomination & Application

The entrepreneur Golden Visa is a separate route from the investor Golden Visa. It is designed for founders, owners or partners whose case is based on a qualifying pioneering, innovative, technology-based or future-oriented business or project.

The main question is not simply how much money you invested. The authority will look at the business or project, your founder or partner role, its value or revenue where applicable, and the nomination or approval required for your emirate.

Who Can Qualify as a UAE Golden Visa Entrepreneur?

Current UAE Ministry of Economy guidance describes three main entrepreneur situations: an owner or partner in a qualifying pioneering SME, an applicant approved to establish a proposed pioneering activity, or a founder of a previous qualifying pioneering project that was sold.

Each route needs evidence from the relevant authority, business incubator or other competent body. The exact nomination process and supporting documents differ by emirate.

Existing Pioneering SME

For an owner or partner in a qualifying pioneering SME that meets the relevant authority's business and revenue conditions.

Approved Business Concept

For a founder or partner whose proposed pioneering activity is approved by an accredited incubator or competent authority.

Previous Successful Founder

For a founder or co-founder of a previous pioneering project sold at the qualifying value and approved by the relevant authority.

Federal Project Route

ICP also publishes a project-based entrepreneur route using project-value evidence and a letter confirming the project's innovative or future-oriented nature.

UAE Entrepreneur Golden Visa Requirements

There is no single document formula for every entrepreneur application. Current official sources use different evidence depending on the route and emirate.

The UAE Ministry of Economy currently states that an entrepreneur may qualify if they are:

  • Owner or partner of a pioneering SME registered in the UAE in an approved sector, with annual revenue of at least AED 1 million; or
  • Approved by an accredited business incubator, the Ministry of Economy or competent local authority to establish the proposed activity; or
  • Founder or co-founder of a previous pioneering project or projects sold for a total value of at least AED 7 million, subject to the required approval.

Use the conditions published by the authority handling your application because Dubai, Abu Dhabi and federal service cards do not use identical wording.

Federal ICP Project-Value Route

ICP’s current entrepreneur service card lists a separate project-based evidence route. It requires a letter from an accredited auditor confirming that the project value is at least AED 500,000, plus a letter from the competent authority in the emirate confirming that the project is innovative or future-oriented and demonstrates entrepreneurship.

This federal service-card requirement should not be treated as a replacement for emirate-specific nomination criteria. Confirm the channel that will process your case before preparing the final document set.

Dubai Golden Visa for Entrepreneurs

GDRFA Dubai describes this category for entrepreneurs with successful projects or business plans of a technological or future nature based on disruptive innovation. Its current service page states that the category is nominated by the Dubai Future Foundation.

GDRFA’s published conditions refer to pioneering projects, business-incubator or Ministry of Economy routes, and previous pioneering projects sold for at least AED 7 million. The exact income and nomination evidence should be checked against the current Dubai service card before submission.

Abu Dhabi Golden Visa for Entrepreneurs

Abu Dhabi Residents Office currently publishes three clear entrepreneur pathways: an approved pioneering business concept, ownership or partnership in a pioneering SME with annual revenue of at least AED 1 million, or founder status in a previous pioneering project sold for at least AED 7 million.

Depending on the pathway, supporting evidence can include a trade licence, audited financial statements, company profile or pitch deck, founder LinkedIn profile, incubator or accelerator acceptance, and nomination from a UAE business incubator.

Documents to Prepare

Your final checklist depends on which entrepreneur pathway you use. Common evidence can include:

  • Valid passport and current UAE residence evidence, where applicable
  • Trade licence for an existing business
  • Audited financial statements or auditor letter
  • Company profile, pitch deck or business concept overview
  • Evidence of annual business revenue where the SME route is used
  • Proof of a previous company sale where the founder-exit route is used
  • Nomination or approval from the relevant business incubator or competent authority

Do not submit a generic startup deck alone. The project, founder role, financial evidence and nomination should support the same eligibility route.

Entrepreneur vs Investor Golden Visa

The entrepreneur route is based on the strength and recognised status of a pioneering business, project or founder track record. The investor route is based on qualifying capital, assets, deposits, property or tax contribution.

If your strongest evidence is a qualifying company investment, bank deposit, property or tax contribution, the investor route is usually the more relevant page to review.

How to Apply as an Entrepreneur

  1. Choose the entrepreneur pathway. Determine whether you are applying through an existing pioneering SME, an approved concept, a previous founder exit or the applicable federal project route.
  2. Secure the required nomination or authority letter. The responsible body depends on the emirate and pathway.
  3. Prepare business and financial evidence. Match the documents to the route being claimed.
  4. Submit through the correct immigration channel. Use GDRFA/Amer in Dubai, ICP where applicable, or the relevant emirate-specific nomination process.
  5. Complete residence issuance. After approval, complete the required residence procedures.

How Long Is the Entrepreneur Golden Visa?

Official UAE pages currently show different published durations for entrepreneur routes. GDRFA Dubai and Abu Dhabi Residents Office currently describe a 10-year entrepreneur residence, while ICP’s broader Golden Residency guide lists entrepreneurs under a 5-year duration.

Because the published sources are not fully aligned, confirm the duration shown by the authority and service card used for your actual application before relying on a specific term.
