Four ways humanitarian contribution may support your eligibility.
The Humanitarian Pioneers category is separate from an investor visa or an ordinary employment-based residence route. Applicants need to establish one recognised qualifying basis and meet any additional conditions.
Charities & public-benefit institutions
Members or outstanding employees of qualifying public-benefit associations and institutions with the required five-year service history.

AED 2 million+ qualifying supportWhat about volunteers? ICP also identifies outstanding humanitarian volunteers among the targeted groups. Volunteer activity is not an automatic entitlement: the applicant must demonstrate recognised, qualifying contributions and meet the competent authority's requirements.
Financial supporters & Waqf
A major donation is supporting evidence—not a visa purchase.
Qualifying humanitarian financial supporters may be considered when the documented support meets the AED 2 million threshold. The recipient, purpose, official recognition and recommended route all matter.
A Waqf is an endowment for an approved charitable or public-benefit purpose. A Waqf contribution can potentially be relevant, but there is no automatic Golden Visa simply because an endowment was made. Authorities must accept it as qualifying humanitarian support.
If your primary objective is business or property investment, consider the separate Investor Golden Visa pathway instead.
Dubai nomination rules
A competent-authority recommendation comes before the Dubai application.
GDRFA Dubai lists a recommendation from the Ministry of Community Empowerment for this category. The ministry nomination must be recorded through the applicable authority process before the Dubai Golden Residence application proceeds.
GDRFA also lists a university degree and a Dubai-issued residence file among its requirements. Confirm the requirements relevant to your current residence status and emirate.
Important: Even an approved recommendation is not the Golden Visa itself. GDRFA makes a separate final decision after reviewing the complete application.

Personal & residence documents
- Passport copy and valid identifying details
- Dubai-issued residence permit, if applying via the published Dubai route
- University degree and any required recognition or attestation records
- Competent-authority recommendation or nomination
- Additional identity, photo and insurance documents requested at the relevant stage

Can I get a UAE Golden Visa by donating AED 2 million?
Potentially, if the contribution qualifies as recognised humanitarian financial support. AED 2 million is the published threshold for the financial-support route, but a nomination and separate immigration approval are still required where applicable.
Does a Waqf donation automatically qualify?
No. A Waqf is a charitable endowment, not an automatic immigration programme. The contribution must be accepted as qualifying humanitarian support and the applicant must meet all official requirements.
Can volunteers qualify as humanitarian pioneers?
ICP includes outstanding volunteers among the targeted groups. However, volunteering alone does not guarantee eligibility; credible records and applicable authority recognition are important.
Is five years of experience required for everyone?
No. The five-year criterion applies to the published organisation-service routes. Recognised awards and qualifying financial support are separate bases, subject to their own conditions.
Is a university degree required?
GDRFA Dubai currently lists a university degree among the conditions for its Humanitarian Pioneers residence service. Confirm whether additional attestation or recognition is needed in your case.
Who issues the recommendation in Dubai?
GDRFA currently identifies the Ministry of Community Empowerment as the competent authority for the recommendation. The nomination is not final immigration approval.
Do I need a Dubai residence file?
For the published GDRFA Dubai service, the authority specifies a residence file issued by Dubai. Applicants in other emirates should check their relevant immigration authority's pathway.
How long is the Humanitarian Pioneers Golden Visa?
Current ICP guidance lists a ten-year Golden Residency period for qualifying Humanitarian Pioneers.
