Know the value before applying

Make sure your property evidence supports your application.

Dubai's investor route uses a minimum property value of AED 2 million. GDRFA requires a Dubai Land Department property-status statement and may accept a valuation certificate from a DLD-licensed office. DLD's dedicated investor service also refers to the value at the time of purchase, making the document and accepted value basis especially important for revalued properties.

01 / Threshold

AED 2 million

The published property-investor minimum for one qualifying property or a group of properties. Ownership must be supported by official records.

02 / Evidence

DLD-certified value

GDRFA recognises a DLD property-status statement and may accept an approved valuation certificate.

03 / Exception

Higher valuation

A property bought below AED 2 million does not automatically qualify just because its current market value has increased.

Before paying for a valuation: Check what the relevant application channel will accept. A broker's estimate, advertised selling price or automated online estimate is not the same as accepted government property-value evidence.

The most important distinction

Purchase price vs current property valuation

This is one of the most common questions from property owners in Dubai. A property may have been bought for AED 1.7 million and later increase in market value to AED 2.2 million. Whether that increase can establish eligibility is a separate issue from receiving a valuation certificate.

Dubai Land Department investor serviceThe published DLD Golden Visa service describes a property purchase value of at least AED 2 million at the time of purchase.
GDRFA Dubai investor conditionsGDRFA requires a DLD property-status statement and says that a valuation certificate from a DLD-licensed office may be accepted.
Example: You bought an apartment for AED 1.8 million. A later formal valuation shows AED 2.3 million. The valuation document can establish a current assessed value, but it does not by itself guarantee the DLD Golden Visa application will accept that value instead of the original purchase price. Have the accepted basis confirmed for your case before applying.

If your property was originally purchased for AED 2 million or more, a correct title deed and accepted property-value records may make the evidence review more straightforward. If it was purchased below that amount, do not rely on agent estimates or a revaluation alone.

Which certificate matters?

Property valuation evidence accepted in Dubai

Different property documents serve different purposes. A title deed shows registered ownership. A property-status statement confirms property information held by DLD. An approved valuation certificate addresses the estimated property value under a formal valuation process.

Documents, valuation fees and timing.

Check what needs to be prepared and what a property valuation service may cost before you proceed.

Prepare your paperwork

Documents required for Dubai property valuation

DLD's general valuation requirements include the following items. Extra evidence depends on the property category and valuation type.

  • Property Evaluation Request Form
  • Owner's letter requesting the valuation
  • Valid passport or Emirates ID copy
  • Municipality map or planning map
  • Recent photos of the property

Additional records for particular cases

Built villas, major development land and hotel properties can require technical, income or project records. For Golden Visa review, also prepare your title deed or available registration document, property-status statement, and mortgage documents where applicable.

Different checklists: Documents needed for a DLD valuation request are not necessarily the same as documents needed for the Golden Visa itself. Check both before submitting.
Published DLD charges

These are published Dubai Land Department service charges for different valuation types, not the total cost of a Golden Visa application.

Property / valuation typePublished DLD fee

Residential villa with its landAED 4,000 plus AED 10 knowledge and AED 10 innovation charges
Specified vacant land for grant ownershipAED 2,000 plus knowledge and innovation charges
Vacant land for a major project or phaseAED 10,000 plus knowledge and innovation charges
Hotel building with landAED 15,000 plus applicable per-drawing charges

Trustee-centre partner fees and VAT on partner fees may apply. DLD publishes a AED 230 partner charge plus VAT for applicable residential valuation submissions through a trustee centre. Confirm the current quote for your service and property type.

Important: A valuation fee is separate from Golden Visa issuance, medical, Emirates ID and any application-management charges. Do not add or confuse it with our Golden Visa cost guide unless the valuation is actually required for your case.
How long it takes

Property valuation processing time in Dubai

Residential units and attached villasDLD publishes an instant service time for these valuation types.
Other eligible property typesDLD publishes 7 working days for other property categories.

These are DLD's stated service times, not a guaranteed end-to-end Golden Visa timeline. Complex property records, missing documents or extra review may require additional processing. Our Golden Visa Processing Time guide explains the subsequent visa stages.

03 / Special property situations

Review the details that can delay an application.

Joint ownership, mortgages, off-plan property and document validity all need careful review.

More complex ownership cases

Joint ownership, multiple properties, mortgages and off-plan units

Can I combine multiple properties to reach AED 2 million?

GDRFA allows a property or a group of properties with a total qualifying value of at least AED 2 million. Make sure the properties and the applicant's ownership interests are recorded and accepted in the same application.

Does joint ownership change the valuation rule?

Yes. GDRFA says a co-owner's registered share must itself be valued at AED 2 million or more. A property jointly owned 50/50 at AED 2 million does not give each person an individual AED 2 million share. Read our Joint Property Ownership guide for worked examples.

What if the property is mortgaged?

Mortgage eligibility and property valuation are separate checks. DLD's investor service requires a bank NOC indicating the paid amount and the balance. See the Golden Visa NOC Letter guide for that document.

Can I use an off-plan property?

Off-plan purchases have their own developer, registration, ownership and payment-evidence requirements. A developer's sales estimate should not be treated as a completed-property valuation. See our Off-Plan Property guide.

Certificate authenticity

How to check a DLD valuation certificate

Dubai Land Department has an online service for verifying property valuation certificates issued by DLD or licensed Dubai valuation firms. The verification service is free according to its published service page.

Before using a valuation with an application, confirm that the certificate belongs to the correct property, is authentic and remains acceptable for the intended purpose. If a certificate is old or shows a verification problem, request a fresh assessment when required. An authentic certificate still does not guarantee the Golden Visa application will accept its value basis.

Frequently asked questions

Property valuation FAQs

Short answers about AED 2 million, official assessments, fees and complex ownership cases.

Is a property valuation certificate required for every Dubai Golden Visa application?

Not necessarily a separate valuation in every case. GDRFA requires accepted property value evidence, including a DLD property-status statement, and states that a valuation certificate from a licensed office may be accepted.

Can a property bought for AED 1.8 million qualify if it is now worth AED 2.2 million?

It is not automatic. DLD's dedicated investor service refers to purchase value at the time of purchase, while GDRFA also recognises official value evidence. The application channel must confirm whether a current valuation can be used for your circumstances.

How much does a DLD residential property valuation cost?

DLD lists AED 4,000 plus AED 10 knowledge and AED 10 innovation charges for a residential apartment or built residential villa with land. Trustee partner fees and VAT may apply when relevant.

How long does a DLD property valuation take?

DLD lists residential units and attached villas as instant, while other property types are listed at 7 working days. This is separate from Golden Visa processing.

Can two properties be combined to reach the AED 2 million requirement?

Yes, GDRFA permits one or more properties to make up the required qualifying value, subject to registered ownership and accepted documentation.

Does an agent's market valuation count?

An informal market estimate is not a substitute for the required official DLD property-status or accepted valuation evidence.

Can both spouses qualify using a jointly owned AED 2 million property?

Not simply because the total property is worth AED 2 million. For a jointly owned property, GDRFA states that each qualifying applicant's own share must reach AED 2 million.

Does a mortgage prevent the Golden Visa?

Not always. The property-investor route can accommodate mortgaged property, subject to the required bank NOC and payment evidence. Mortgage documents are a separate issue from valuation.

Can I verify the authenticity of a valuation certificate?

Yes. Dubai Land Department offers a free online certificate verification service for property valuations issued by DLD or licensed Dubai valuation companies.
