UAE Golden Visa NOC Letter: Format, Sample & When You Need It

There is no single NOC format required for every UAE Golden Visa application. The correct No Objection Certificate depends on your application route and the organisation or authority asking for it.

An employed professional may be asked for an employer or free-zone NOC in a specific process. A property investor with a mortgage may need a bank NOC. Other Golden Visa routes use recommendation or nomination letters instead of an NOC.

What Is an NOC for the UAE Golden Visa?

An NOC, or No Objection Certificate, is a letter confirming that the issuing organisation has no objection to a stated action. For a Golden Visa file, the purpose of the NOC depends on who issues it and why it has been requested.

The important point is that an NOC is not one universal Golden Visa document. Before asking HR, your bank or a free-zone authority to issue one, first confirm which NOC the application channel actually requires.

Do You Need an NOC for a UAE Golden Visa?

Not every Golden Visa applicant needs an NOC. The current Dubai GDRFA core requirements for skilled professionals focus on a valid employment contract or salary certificate, salary evidence, bank statements, degree recognition and any required professional licence. A general employer NOC is not listed as a universal requirement for every skilled-professional application.

An NOC can still be requested in a particular employer, free-zone, property, family or authority process. Treat it as a route-specific supporting document, not a standard requirement for everyone.

Which Golden Visa NOC Do You Need?

Employer NOC for UAE Golden Visa

When an employer NOC is requested, it should clearly identify the employee, the company and the exact action to which the company has no objection.

A practical employer NOC normally includes:

• company name and official letterhead;
• date of issue;
• employee’s full name;
• passport number and/or Emirates ID where appropriate;
• job title;
• confirmation of current employment;
• a clear statement that the company has no objection to the employee applying for or holding UAE Golden Residency;
• name and position of the authorised signatory;
• company contact details; and
• company stamp where the issuing organisation normally uses one.

Do not add salary, benefits or other information unless the authority or application centre requires it. Those details are often better supported by a salary certificate, employment contract and bank statement.

UAE Golden Visa Employer NOC Format

The following is a general drafting sample, not an authority-issued mandatory template. Adjust it to match the exact request you received.

To Whom It May Concern

This is to confirm that [Employee Full Name], holder of passport number [Passport Number] and Emirates ID [Emirates ID, if applicable], is employed by [Company Name] as [Job Title].

If the authority gives you exact wording, use that wording instead of a generic sample.

Does the Employer NOC Need to Mention Salary?

Not automatically. An NOC and a salary certificate serve different purposes.

The NOC normally confirms that the employer has no objection. A salary certificate confirms employment and salary information. For the skilled-professional route, current Dubai requirements focus on the valid employment contract or salary certificate, the applicable salary threshold, recent salary-transfer bank statements, degree recognition and other route documents.

Free-Zone and DDA NOC

Some free-zone applicants may be asked for an authority-specific letter or NOC rather than only an employer letter. The exact process depends on the free-zone authority and the request raised for your case.

Dubai Development Authority currently provides an Other Letter or NOC service that allows a company to request a specific letter or NOC to a third party. The request is made by the company and requires a request letter. This does not mean every Golden Visa applicant in a DDA-regulated zone automatically needs such an NOC.

If your application centre asks specifically for a DDA or free-zone NOC, obtain the letter through the relevant authority rather than substituting a self-drafted employer letter.

Bank NOC for a Property Golden Visa

For a mortgaged property in Dubai, the bank NOC is a different document from an employer NOC.

Dubai Land Department currently states that a mortgaged property may qualify when a no-objection bank letter is submitted showing:

• the bank has no objection to issuing a residence permit on the property;
• the amount already paid; and
• the outstanding mortgage balance.

Bank NOC Format: What Information Should It Contain?

When the bank issues the letter, use the bank’s official format. Do not draft the bank NOC yourself and ask the authority to treat it as a bank-issued certificate.

The letter should identify the applicant and property and include the information required by the property authority, especially the bank’s no-objection statement, paid amount and remaining balance.

NOC vs Employment Contract

An employment contract proves the employment relationship and the terms recorded with the employer or relevant labour/free-zone authority. An NOC simply confirms that the issuer has no objection to the stated action.

If the Golden Visa route requires a valid UAE employment contract, submitting only an NOC does not normally satisfy that separate requirement.

NOC vs Golden Visa Nomination or Recommendation Letter

These documents should not be confused.

NOC: confirms that the issuer has no objection.

Nomination / recommendation: confirms that a competent authority supports the applicant under a specific Golden Visa category.

Documents Commonly Used With an Employer NOC

Depending on the route, the NOC may be submitted with:

• passport copy;
• Emirates ID and current residence copy, where applicable;
• employment contract;
• salary certificate;
• six months of salary-transfer bank statements where required;
• degree certificate and recognition/equivalency evidence;
• work permit or professional licence where applicable; and
• any authority-specific approval requested for the category.

Use the NOC as one supporting document within the correct eligibility route. It does not make an otherwise ineligible profile qualify.

Common NOC Mistakes

Using the Wrong NOC Type

An employer NOC cannot replace a bank NOC, and a bank NOC cannot replace a free-zone authority letter or Golden Visa nomination.

Using Generic Wording When Exact Wording Was Requested

If the authority gives you a required statement, include it exactly rather than relying on a generic internet template.

Missing Applicant Details

The letter should clearly identify the person to whom the no-objection statement applies.

No Authorised Signatory

A letter without an identifiable authorised issuer can be difficult to verify.

Conflicting Employment Information

Your job title, employer and other details should be consistent with the employment contract, salary certificate and official records.

Assuming the NOC Proves Golden Visa Eligibility

An NOC confirms consent or no objection. It does not replace the eligibility conditions for your Golden Visa category.
